A "gray" technicality is one thing. Clear public perception is quite another.
I snatched the title from a Sun editorial (Link).
Dear Blog of Record,
Yo, Campi! If I had a dollar for every time Lyle & Elliott were seen meeting DURING a City Council meeting, I'd have enough for a full page ad in tomorrow's Sun. On top of that, there are multiple anecdotes of Elliott giving Lyle rides, having lunch, and other skulking.
